The SLMC Leader Has Proposed
A Theory Which Could Have Long Term Benefits For Sri Lanka If Implementable.
From a least expected area of hitherto unrecognized latent intellect
perhaps, there has been proposed a theory which in the interim as well
as in the long run may prove to be astute wisdom and the best alternative
towards resolving Sri Lanka's woes as an aftermath to the snagged peace
process as well as the so called 'Parliamentary Crisis' which has been
given much publicity in recent times! where the President and Prime
Minister have been at loggerheads over a predominantly constitutional
issue.
The remarkable theory by Sri Lankan Muslim Congress' leader Mr. Rauf
Hakeem, normally not paid much attention to by virtue of his indiscretions
within the political scenarios of the Muslim Community but in this instance
commanding much attention, that an Interim Constitution incorporating
all of Sri Lanka rather than only the predominantly the Tamil Areas
of the North and North East seems to be so plausible and logical that
it could end up being a huge consternation to the LTTE and manifest
itself in an all but a resounding kick in their rear ends considering
the impractical and unreasonable demands made through their own presentation
of the Interim Self Governing Authority (ISGA) they had submitted to
the Sri Lankan Administration and resoundingly rejected by all opposition
parties and the President with a willy nilly nod also from the UNF supportives
who with some reluctance has also agreed that the ISGA is unacceptable
as it would compromise too much by way of Sri Lanka's Sovereignity and
Territorial Integrity.
The extent of Pluralism and Democracy, entailing the theory put forward
by Mr Hakeem commands a great deal of respect in that it seems very
fair and just and furthermore includes all of Sri Lanka without permitting
any chance for the LTTE to be in any way dictatorial in the areas which
they now hold pseudo administrative control which by rights should never
have been permitted in the first place but a ratification of Mr Hakeem's
theory in parliament would mean that the LTTE would have to relinquish
any fancy ideas that they have any rights to the areas in the North
and North East of Sri Lanka once it becomes officially accepted and
incorporated into law! What it amounts to is the handing over of regional
autonomy on a majority community basis answerable to and overseen by
a Central Government where a certain administrative equality will be
shared by the predominant ethnicities in relevant areas.
The ingenuity of the concept becomes more noteworthy as it is capable
of eliminating many problems facing the Sri Lankan Administration in
controlling the many inroads the LTTE have been making towards their
own goals and survival, undercover of the ceasefire and Memorandum of
Understanding albeit being subject to a majority vote in Parliament
and perhaps even a referendum but a worthwhile move in the best interests
of Sri Lanka which would probably have international involvement and
United Nations sanction and supervision.
Very correctly Mr Hakeem's theory has inferred that any interim solution
to the problems of the North and North East would have to be accepted
by all of Sri Lanka with no bi- partisan satisfaction to appease the
LTTE only as he has outlined the importance for all ethnicities such
as the Sinhalese, Tamils and Muslims together with all other ethnic
groups which comprise the multicultural mosaic of Sri Lanka to be recognized
as shareholders to any viable solution.
There seems to be an Indian influence or at least a rationale suggesting
some Indian sentiment to all the dialogue involving the SLMC and Rauf
Hakeem as India's stance unofficially has always been that the LTTE's
proposal for an ISGA is unacceptable in their reckoning. Officially,
the Indian Government has said that any interim Administration in the
North and North East of Sri lanka should conform to democratic and pluralistic
norms and must be part of a movement towards a final settlement and
not a unilateral structure, unlinked to the final settlement which could
be interpreted as being a diplomatic manner of expressing dissentment
to the LTTE's ISGA which has been interpreted by many analysts as a
stepping stone towards secession however camouflaged the intent may
be and therefore deemed material worthy of rejection!.
However to add to the multifaceted nature of the theory, through the
regional autonomies demanded and sought by Muslims in relevant Muslim
dominated areas relative to the North and North East there has arisen
the possibility that there could arise similar requests by Sinhalese
in the Trincomalee and Amparai Districts for Sinhala regional autonomy
which would further complicate the ambitions of the LTTE as the disparity
it would create in some Tamil populated areas of the North and North
East would not augur well towards LTTE existence and add grist to their
mill as it could signal the beginning of a phasing out of the LTTE as
they get gradually squeezed out of these areas which they have rather
misguidedly considered as belonging to them.
A feather in the cap of Mr. Rauf Hakeem and the SLMC by what Sri Lanka
Stands to benefit overall through his vision which has raised much hope
for the Sinhala Nation as well as the Muslim Community which should
by right also be supported by the Tamil Community who also stand to
gain as a unified group unrepresented by terrorist elements where the
onus towards implementing the theory is all important!
