It is also my point of view that Your Excellency does not have the time to look into matters individually, and find solutions, when it is obligatory of your Legislators, and Top Officials, to find time to resolve day to day problems.

Please pardon me, let me equate your Excellency to a University Don. The University has many beautiful Students who enter the portals of the University to accomplish academic dreams for upliftment of their lives. All students envisage a peaceful environment. There are a few who enter the University with a ” Bee in their Bonnet “, and create a restless, sordid, sadistic, ƒÆ’-¡ƒ”š‚ atmosphere for the rest of the Students. The Government Legislators step in and resolve the problem. TheƒÆ’-¡ƒ”š‚ ‘DON’ either suspends theƒÆ’-¡ƒ”š‚ incorrigible students, or sack them from the University. Any criminality by Students will be handled by the Police, as per Law of the Land.

A.……Promulgate Laws in Parliament to prevent any Legislator or Politician, or any Government Official, ƒÆ’-¡ƒ”š‚ fromƒÆ’-¡ƒ”š‚ interfering with the Police, giving orders to the Police, going into Police Stations and attempting to make all ranks of Police Officers servile, toƒÆ’-¡ƒ”š‚ Governmental and ƒÆ’-¡ƒ”š‚ political authority, de-moralising them mentally. ƒÆ’-¡ƒ”š‚ Relieve the Inspector General of Police from all, and any kind of interference on Disciplinary Matters handled by the Police. Give a mandate to the IGP, to expose and complainƒÆ’-¡ƒ”š‚ any kind ofƒÆ’-¡ƒ”š‚ Political ƒÆ’-¡ƒ”š‚ interference to the Defence Ministry.ƒÆ’-¡ƒ”š‚ The Defence Ministry in turn must table the complaint in Parliament, to reprimand and discipline the indisciplined individual.ƒÆ’-¡ƒ”š‚ A punishment should also be promulgated.

You cannot expect pigs to fly. Most politicians at state and local levels do not have the ability to understand, capability or interest in good governance other than serving their own interests and their friends’. Worse they resort to extreme level of law breaking and violence to achieve it aided by, as you have mentioned, legal and law enforcement impunity. Now this has progressed to such levels that the county’s reputation as a civilized entity is at stake. Unfortunately, as far as I know the president has not uttered a single word in condemning these beastly acts. It is like, a background of violence and corruption is needed to become a politician in SL. We can take an example from TNA and other Tamil parties. To most part they have always selected people with proper abilities and integrity as representatives who have conducted well in parliamentary affairs and have the vision and knowledge to understand the short and long term needs and aspirations of the people they represent.

ALL LAWS should be implemented to the letter, not just the murder law.
6th amendment, PTA and ER should ALSO be implemented to the letter. Then TNA, Mano Gonason, etc. will all be in jail for life.
They are laws too. Sending them to prison is a very good starting point to teach other political criminals a lesson.

Prison terms with Hard Labor is an even better deterrent. Lots of roads in Lanka need re-doing. All that and more can be done by mischief makers who get prison term with hard labor, under prison official/Army supervision.
