The proscribed organisations as terrorist fronts on foreign soil are: Tamil Rehabilitation Organization (TRO) , Tamil Coordinating Committee (TCC) , British Tamil Forum (BTF), World Tamil Movement (WTM) , Canadian Tamil Congress (CTC), Australian Tamil Congress (ATC), Global Tamil Forum (GTF), National Council Of Canadian Tamils (NCCT) a.k.a Makkal Avai, Tamil National Council (TNC), Tamil Youth Organization (TYO), World Tamil Coordinating Committee (WTCC), Transnational Government Of Tamil Eelam (TGTE), Tamil Eelam Peoples Assembly (TEPA) , World Tamil Relief Fund (WTRF) and Headquarters Group (HQ Group) .
The proscribed 16 organisations fall under four broad categories. Among the organisations proscribed are the Transnational Government of Tamil Eelam (TGTE) headed by New York lawyer Visuvanathan Ruthirakumaran, Global Tamil Forum headed by Catholic Priest Fr. S.J. Emmanuel, the LTTE group led by Perinbanayagam Sivaparan alias Nediyavan and the Tiger group led by Sekarampillai Vinayagamoorthy alias Vinayagam.
The order effectively forbids Sri Lankan nationals to maintain contact or links with members of the proscribed organisations.
This would prevent Sri Lankan political parties and leaders from obtaining funds from such entities for undertakings in Sri Lanka.
This move is likely to affect several members of Tamil political parties in Sri Lanka.
It would also forbid Sri Lankan politicians and Non-Governmental Organisation (NGO) activists being in contact with representatives of such entities either in Sri Lanka or during trips abroad.
A media release issued by the External Affairs Ministry yesterday stated: “An order, designating persons and entities in terms of the United Nations Security Council Resolution 1373 which sets out strategies to combat terrorism and to control terrorist financing has been signed by Prof. G.L. Peiris, Minister of External Affairs, and will be published in the Government Gazette shortly.
“This order is based on the recommendation by the Secretary, Ministry of Defence and Urban Development, as the Competent Authority regarding the identification of persons, groups and entities, believed on reasonable grounds to be committing, attempting to commit, facilitating or participating, in the commission of acts of terrorism.
“The substantial effect of an order under this Regulation is that all funds, assets and economic resources belonging to or owned by the designated persons or entities remain frozen until they are removed from the designated list. Moving, transferring or dealing with frozen assets without the permission of the Competent Authority is prohibited. In terms of the Regulation, any person who fails to comply with an order to freeze assets is liable to heavy penalties.”
The government banned the organisations as “foreign terrorists” utilising the UN Security Council Resolution 1373 which was brought about by the USA on September 28, 2001 after the attack on World Trader Center in New York on September 11, 2001.
The External Affairs Ministry has gazetted legislation outlawing several organisations reportedly functioning in several countries including the USA, Canada Britain, Norway, Italy, Switzerland, France and Australia.
The proscribed organisations are: Liberation Tigers of Tamil Eelam (LTTE) a.k.a Tamil Tigers, Tamil Rehabilitation Organization (TRO) , Tamil Coordinating Committee (TCC) , British Tamil Forum (BTF), World Tamil Movement (WTM) , Canadian Tamil Congress (CTC), Australian Tamil Congress (ATC), Global Tamil Forum (GTF), National Council Of Canadian Tamils (NCCT) a.k.a Makkal Avai, Tamil National Council (TNC), Tamil Youth Organization (TYO), World Tamil Coordinating Committee (WTCC), Transnational Government Of Tamil Eelam (TGTE), Tamil Eelam Peoples Assembly (TEPA) , World Tamil Relief Fund (WTRF) and Headquarters Group (HQ Group) .

This has a tremendous legal significance. No investigation into alleged war time excesses is complete without investigating into these entities. If OHCHR investigation excludes these, that is another huge bias rendering it irrelevant. It brings them under the investigation umbrella of any future Sri Lankan domestic investigation into LTTE and LTTE Rump.
However, certain Tamil front groups are a step ahead of this. They have formed into more boradbased organisations like the Reconciliation Forum, Sri Lankans Without Borders and other dubious entities promoting federalism (Tamil Nadu like state in Sri Lanka) eventually leading to Tamil Elam.
Hopefully the government will use the full potential of the ban.

I agree that the banning of these 16 Tamil Terrorist organizations, on the very same day that Sri Lanka signed the UN Security Council Resolution 1373 against such groups, is of tremendous LEGAL significance.
Furthermore, now it puts the countries hosting these Eelamist Terrorist Organizations, with whom they are COLLABORATING with when they bring War Crimes Charges against Sri Lanka at the UN, and are allowing these groups to RAISE FUNDS and FREELY OPERATE in their countries, in a tremendous pickle, because they can’t be seen working with these groups anymore.
This is going to make the US, UK and the EU tormentors of Sri Lanka MAD AS HELL: their darling supporters of their WITCH HUNT of Sri Lanka are now TERRORISTS!
Let us see how the Hypocrites react to this move!

Banning these organizations is a great move, but not enough at all. It is only a start in the right direction.
Some further thoughts on the topic :

As such, it is not enough FREEZING the assets of such organizations. Assets ought to be SEIZED and used to good purpose to develop areas in Lanka that need development. Use such seized monies to start a fund to bring RO Water cleaning systems to all Provinces in Lanka, or to pay off the debt incurred from borrowing for such a Water Filtration system.
* Assets of INDIVIDUALS AS WELL AS ORGANISATIONS attempting Terrorism and Separatism too ought to be seized and use for same good purpose/s.
* Why is the Vadukoddai Resolution & the Thesawalami law still not revoked OFFICIALLY by the lead Tamil political party, the TNA (ITAK) ?
* Unemployed Youth who are misguided and used for terrorism & separatism ought to be the concern of ALL the voting population of Sri Lanka and most of all, one of the top concerns of the GoSL, whatever GoSL.
Can’t help feeling that Sri Lanka is too soft on terrorism & separatism. See how swiftly countries of the west deal with such situations.

Convicting and Imprisoning at GOSL expense is a necessary PUNISHMENT, but getting them to COMPENSATE the GOSL for the expense of their OWN imprisonment by SEIZING their assets is EVEN BETTER!

Since winning this war in 2009, I called this Government an old “TUBE LIGHT”. Anyway, it is heartening to find this action banning these TERRORIST OUTFITS. Better late than never.
Today we see in the news that Mr. Ranil Wickramasinghe calling all the opposition parties to get ready to “TOPPLE” the Government in 2015. Having said that he is leaving to USA on supposedly a “Lecture Tour”. Better he remains there.
However, before he leaves the country, I suggest that we had better bring in a “PATRIOTIC ACT” in line with that of the USA. This is the next “MUST DO, URGENT” step to be taken by the Government. It will comply with the provisions of the Prevention of Terrorist Act and also with the recently signed UN Resolution 1315.
Please, please, let us do it fast and if possible BACK DATE IT.

The ban is typically an ill thought out knee jerk reaction to some of these groups been given a high profile platform in Geneva. Nevertheless i find it rather strange that the overseas Tamil Groups affiliated with KP have not been included in this group and equally find stranger is that 2 or 3 of these groups have been working with the Govt agencies on rehabilitation in the Northern Province.
I disagree with Dilrook summation of the legal significance. These groups are banned only in Sri Lanka. Any independent OHCHR investigation should include all parties (banned or not in Sri Lanka) into war crimes charges.
I firmly believe this was an exercise to clip the wings of the Tamil political parties in Sri Lanka. (TNA)

1. The number of groups is NOT enough (no Tamilians for Obama, etc.)

Sri Lanka puts Aussie group on ‘terrorist’ list

Apr 02 (SBS) An Australian Tamil community group is one of more than a dozen Tamil organisations to have been listed as a terror group by Sri Lanka’s government.
The Australian Tamil Congress is among 16 Tamil organisations, including the Liberation Tigers of Tamil Eelam or Tamil Tigers, blacklisted by the Sri Lankan government.
United Nations Security Council Resolution 13-73 allows the assets of people, groups and entities, to be frozen if they’re believed on reasonable grounds to be committing, attempting to commit, facilitating or participating, in the commission of acts of terrorism.
Sri Lanka’s High Commissioner to Australia Thisara Samarasinghe says the groups were listed by the government as terror organisations after equipment and funds were confiscated and linked to foreign networks.
“They had a big logistic network and this money turned into hardware and they bought into big merchant vessels and finally by various means they reached the shores of Sri Lanka. So it is critically obvious that there is a financial network, purchase network, logistics network and a support banking network in foreign countries.”
Admiral Samarasinghe confirmed the Australian Tamil Congress is on the list, but won’t say precisely why.
“I’m not here to share my information with you, that is important. And certain action which we have shared with relevant authorities is there to justify that Sri Lankan government has enough credible evidence to suggest that.”
The High Commissioner says it’s up to the Australian government as to what action it might now take against members of the listed groups in Australia.
“I will give you an example: the Australian government prosecuted one of the LTTE members in Australia with people giving evidence from Sri Lanka. So there is a mechanism available from the two governments and as for the bilateral agreements as a responsible government Australia has done that in the past. And he has been convicted and Sri Lanka support it. So a similar situation in a case-by-case basis we have cooperated very well.”
But Sam Pari, from the Australian Tamil Congress, angrily denies that it’s a terror group.
“These allegations that have been brought on us by the Sri Lankan Government are false and they are very serious acts of discrediting the Australian Tamil Congress, which has maintained a very good name and a very good reputation among the mainstream Australian public. We have a very good reputation and good relationship with Australian politicians and the Australian media and Australian policy makers.”
Dr Pari believes the Sri Lankan government’s action is in response to a resolution adopted by the UN Human Rights Council.
That called for an international investigation into war crimes allegedly committed by both Sri Lankan troops and the Tamil Tigers during the final stages of their conflict in 2009.
“The Australian Tamil Congress believes that this is knee jerk reaction by the Sri Lankan Government in response to the successfully adopted United Nations Human Rights Council resolution on Sri Lanka, which was passed last Thursday the 27th of March.”
Sam Pari says the Congress is respected internationally.
“The Australian Tamil Congress is a properly constituted public and democratic civil society organisation. We are well respected by Australian politicians, by eminent persons in Australia, not just in Australia, but internationally as well, and so the Australian Tamil Congress has a very good record and a very good opinion in the minds of important policy makers around the world and in Australia.”
But Sri Lanka’s High Commissioner to Australia, Thisara Samarasinghe, says there’s no difference between the listed groups and the Tamil Tigers, or LTTE.
“What did the LTTE finally want to achieve? Separatism. Any organisation that acknowledges separatism or do not reject separatism in Sri Lanka is supporting terrorist ideology.”

Assets of Terrorists & Separatists must not only be SEIZED but also SOLD OFF (auctioned) when criminals are proved guilty. Monies collected from such sales should be used for the common good of the country such as providing clean water in all the Provinces (toward a fund to purchase RO Systems, affected areas first), run orphanages, special needs schools etc.
Then at least the guilty may have done some good in their lives through their (usually) ill gotten gains.
These people will never learn any lessons unless and until it hits their wallets. Sri Lanka should lead the way at least in one tough move against Terrorism & Separatism. It is far better than war after decades of patience with these criminals.
This is the reason why illegal migration into Lanka has to be stopped. Lanka authorities are allowing problems to increase if illegal migrants are allowed in through lax SAARC rules, church sponsorships etc. We simply cannot afford it.

They should HUNT DOWN Tamil separatists in SL bring them to govt. attention. When their ASSETS are frozen the group should buy them from govt. at a discount. That will make MILLIONAIRS.

It is very smart of the Sri Lankan Govt. to ban the 16 LTTE supporting Parties immediately after signing the UNSCR 1373. The United Nations Security Council Resolution 1373 which sets out strategies to combat terrorism and to control terrorist financing has been signed by Prof. G.L. Peiris, Minister of External Affairs.
The TNA Northern Provincial Councilor, M.K. Sivajilingam wants the ban lifted so that he can continue with his separatist agenda and get support and financing from these banned groups.
The Indian Govt. wants the Power Devolution carried out to empower these LTTE group to get legally what they could not get through force.
The Sri Lankan Govt. has to watch out for these divisive forces such as the Indians and TNA. Only the Rajapaksa Govt can stand up to all these groups. If Ranil comes to power he will hand over the North and the East to the TNA like Krushev gave the Crimian Peninsula to the Ukerainians.

As much as we are elated by the GOSL’s late arrival in banning these outfits, NOW we have to find ways of banning other reated organizations, which functions as RAINBOW COALITION, Sri Lankan Tamils without borders etc.
They always have means of avoiding punishment through MANUPILATIONS & using some words to AVOID bans & punishment. THIS IS WHERE we mostly Lankaweb readers and other Sri Lankans who love our Motherland should focus on & break ther hold on SEMANTICS & frivslous methods of AVOIDING the ban.
