FOREIGN POLICY NO-GO FOR INDIAN STATES – Dr. Subramanian Swamy

legislator Dr. Subramaniam Swamy puts it quite bluntly–only the Central government in New Delhi could and would deal with Sri Lanka–
It is a subject matter between Center and SL President–Can’t force SL government to do something against it wishes
“If India wants to do something for the Tamils in Sri Lanka, it has to deal with the elected President of Sri Lanka. We can’t force the Sri Lankan government to do something, which they don’t want to do. We can persuade them. They can concur with us. We can’t by-pass the Constitutional provisions and established norms,” Dr. Swamy told an IBN live program.
Foreign Affairs is the domain of the Centre and the invitation to President Mahinda Rajapaksa to Prime Minister Narendra Modi’s swearing – in ceremony is an invitation from one sovereign country to another sovereign neighbouring country, Dr. Swamy said when asked about Tamil Nadu Chief Minister Jayalalitha’s opposition to the invitation.
“State Governments have no say when it comes to foreign relations. We follow democratic principles of consultation and seek the views and opinions of the State Governments. But it is not a Constitutional right. The Centre can try to build a consensus. That’s it,” he said.
Dr. Swamy also asked “What way the Tamils in Tamil Nadu or their government in Tamil Nadu are responsible for the welfare of Sri Lankan Tamils in Jaffna? Jaffna has its own elected government. The Chief Minister of Jaffna(Northern Provincial Council) has repeatedly requested the Indian Tamils and politicians not to interfere in the internal affairs of Sri Lanka. He, The (CM)feels that the Indian Tamil politicians are creating more trouble and enmity between Sinhalese and Tamils in Sri Lanka.
“There is a series of allegations of human rights violations against the Sri Lankan government. It happened even during the second World War in which millions of civilians died. When America dropped nuclear bombs on Hiroshima and Nagasaki, only the civilians died, no military personnel died.
Human rights are a collateral damage in a war,” he said.
“Even the LTTE is also equally responsible for the death of thousands of civilians. Of course it was a war.
Even the LTTE has been indicted by many for the loss of lives and human rights violations,” he added.
He also said it was a Modi masterstroke to invite all SAARC countries to the swearing in and urged the Prime Minister elect to bring all India’s neighbours’ together on the day of his swearing in.
“Earlier except Bhutan, all other neighbours were against us. We can now change that,” Dr. Swamy added.

Now let us see whether you can stick to that position as India’s and the BJP’s enemies rally to exploit the issue and blackmail your new government in a chorus of voices rising to a crescendo!

Chorus against Rajapaksa’s visit grows louder
May 24 (Hindu) The chorus against Sri Lankan President Mahinda Rajapaksa�s participation in the May 26 swearing-in of Narendra Modi as Prime Minister grew louder on Friday, with DMK chief M. Karunanidhi and PMK founder S. Ramadoss seeking reconsideration of the invitation.
MDMK general secretary Vaiko met Mr. Modi and BJP president Rajnath Singh in New Delhi and made a fervent appeal that the Sri Lankan President be prevented from participating in the event. Mr. Modi is learnt to have assured him that no bilateral issues will be discussed with Mr. Rajapaksa.

I must say that i was rather surprised that a very Senior BJP leader of the calibre of Dr. Subramanian Swamy was not invited to be a member of the Modi Ministerial Cabinet nor given a State Ministerial post.
Dr SS has and is a close friend of Sri Lanka but at times he is his worst enemy.
