මාධ්‍ය අංශය තාක්ෂණ හා පර්යේෂණ අමාත්‍යංශය
උණුසුම වැඩිවීම හා කාලගුණ විපර්යාස වලට පිළියම් යෙදිමට දැන් සිටම තිර ආයෝජනයක් සිදු නොවුනහොත් ජලය, ආහාර හිඟවීම හා ලෙඩරෝග ආදිය නිසා අද උපදින දරුවනට ආනාගතයේ මහත් විනාශයක් සිදුවීමට ඉඩ ඇතැයි තාක්ෂණ හා පර්යේෂණ අමාත්‍ය පාඨලි චම්පික රණවක මහතා ^ 23 & පැවසීය. ප්‍රෝෆුඩ් ප්‍රෝපැක් නමින් බණ්ඩාරනායක සම්මන්ත්‍රණ ශාලාවේදී පැවති නැනෝ තාක්ෂණය මගින් ආහාර සුරක්ෂිතතාව ඇතිකිරිම පිළිබඳ සම්මන්ත්‍රණය හා ප්‍රදර්ශණයට සහභාගි වෙමින් ඒ මහතා මේ අඳහස් දැක්විය. තවදුරටත් අඳහස් දැක්වු ඒ මහතා මෙසේ ද පැවසීය.
ලෝකයේ සීඝ්‍රයෙන් ව්‍යාප්ත වන තාක්ෂණයක් වන්නේ නැනෝ තාක්ෂණයයි. ඉතා කුඩා ලෝකයකදි ද්‍රව්‍ය වල ගුණාංග වෙනස් වන නිසා මේ මගින් ආහාර, ඇසුරුම්, සෞඛ්‍ය, බලශක්තිය ආදි ක්ෂේත්‍රවල කළහැකි වෙනස් කම් හා නිර්මාණ බොහෝමයි. නවොත්පාදන ආර්ථිකයකට අප පියමං කරන්නේ නම් අනිවාර්යෙන්ම මෙම නැනෝ තාක්ෂණය ප්‍රගුණ කළ යුතුයි.”
පසුගිය කාලයේ රජරට වකුගඩු රෝගය ගැනත් නියඟය ගැනත් ලොකු කථා බහක් ඇති වුනා. වැස්සක් දෙකක් ආවාම නියඟය ගැන කතාව යට යනවා. කොහොමත් රජරට ප්‍රදේශ වලට මාර්තු සිට ඔක්තෝම්බර් අතර කාලයේ වැසි වැටෙන්නේ නැහැ. එසේ නම් නියඟය ඇති වුයේ ජලය වැරදි ලෙස කළමනාකරණයෙන්ද, නැතිනම් පරිසර පද්ධතියට මාස කිහිපයක වැසි නොමැතිවීම දරාගැනීමට නොහැකිවීමෙන්ද කියා සොයා බැලිය යුතුයි. කෘෂි රසායන සමාගම් කවර ප්‍රචාර ගෙන ගියත් රජරට වකුගඩු රෝගයට හේතුව නම්, අධික ලෙසත් , ප්‍රමිතියකින් තොර ලෙසත් රසායන ද්‍රව්‍ය යෙදීම නිසා පසත්, ජලයත් ලෙඩ වී ඒවා ආහාරයට ගත් ශාක හා සතුන්ද මිනිසුන්ද ලෙඩ වීම නිසා ඇති වු තත්වයකි.”
නැනෝ තාක්ෂණ පිරිසිදු ජලය ඇති කිරිමට හැකි තාක්ෂණික මෙවලමක් බවද විශේෂයෙන් කිව යුතුයි. රසායනික කෘෂිකර්මයත්, තෙල් ගල් අඟුරු දහනයත් නිසා ඇති වී ඇති පාරිසරික ව්‍යවසනය ලංකාවට පමණක් නොව දකුණු ආසියාවටද මුළු මහත් ලෝකයටද බලපාන බරපතල විනාශයක් බව කිවයුතුය. ”
මෑතකදි නිකුත්වු ආසියානු සංවර්ධන බැංකුවේ (ADB )බැංකුවේ දේශගුණික විපර්යාස ඇගයීමේ වාර්තාව අනුව මේ සියවස අවසාන වනවිට ලංකාවේ මධ්‍යන්‍ය උණුසුම සෙල්සියස් අංශක තුනකින් (3) වැඩිවීමට නියමිතය. එය දැනටමත් සෙල්සියස් අංශක 1 – 5 දක්වා අගයකින් වැඩිවී ඇත. මේ උණුසුම වැඩි විමත් සමග නියඟය, ගංවතුර, නාය යෑම්, පස සෝදාපාලුව, මෝසම් වැසි අවුල්වීම, සාගර ජලය ආම්ලිකවීම, සාගර ජලය ගොඩබීම පහත්බිම් වලට ගලාඒම, ජීවින් වඳවීම, ජීවින් ආක්‍රමණික වීම ආදි විවිධ පාරිසරික ව්‍යවසනයන් සිදුවීමට නියමිතය.”
ආසියානු සංවර්ධන බැංකු වාර්තාවට අනුව ලංකාවේ වී අස්වැන්න 30% කින් පමණද , තේ අස්වැන්න හෙක්ටයාරයකට කිලෝ 30-80 දක්වා ද
( මුළු අස්වැන්න2- 5%) වාර්ෂිකව අඩුවීමට නියමිතය. මත්ස්‍ය අස්වැන්නද විශාල ලෙස අඩු වනු ඇත. ඩෙංගු වැනි මදුරු රෝග ව්‍යාප්තිය තීව්‍ර වනු ඇත. සාගර ජලය පහත්බීම් වලට ගලාඒම නිසා වෙරළබඩ ජනාවාස හා කුඹුරු ඉඩම් තර්ජනයකට ලක්වේ. උතුර හා උතුරු මැද ශූෂ්ක කලාපීය තත්වයකට පත්වී බස්නාහිර හා ඌව ඇතැම් ප්‍රදේශ වලට වැසි වැඩිවීමටද ඉඩ ඇත.
ආසියානු සංවර්ධන බැංකු වාර්තාව අනුව ශ්‍රි ලංකාවේ දළ ජාතික නිෂ්පාදනය 2050දී 1.2% කින්ද, 2100දී 6.5% කින්ද අඩුවීමට දේශගුණ විපර්යාස බලපානු ඇති බව අමාත්‍යවරයා අවධාරණය කළේය.
ශ්‍රි ලංකාව සිය දළ ජාතික නිෂ්පාදනය 0.86%වත් දේශගුණිකවිපර්යාස වලට අනුවර්තනයවීම සදහා වු පර්යේෂණ හා ක්‍රියාමාර්ග වෙතට ආයෝජනය නොකළහොත් මේ ආර්ථික ව්‍යවසනය අනිවාර්යෙන්ම සිදුවීමට ඉඩ ඇත. දකුණු ආසියානු කලාපයටම මේ තත්වය බලපාන අතර, එහි ආර්ථිකය 2100දී 8.8%කින් සංකෝචනය වීමටද ලෝක ආර්ථිකය5 – 20%අතර ප්‍රමාණයකින් අඩුවීමටද දේශගුණික විපර්යාස මුල්වනු ඇත.
මේ නිසා ජලය , පස , වෙරළ රැකගන්නා තාක්ෂණික වැඩ පිළිවෙලක් නොමැති වුව හොත් රුහිරු හෙලා නිදහස් කරගත් උතුර, රජරට හා නැගෙනහිර දේශගුණික ත්‍රස්තවාදය විසින් බිලිගනු ඇතැයිද අමාත්‍යවරයා වැඩි දුරටත් අවධාරණය කළේය.

එක අවුරුද්දට මැතිවරණ 2 බැගින් පවත්වා නරුමයින් බිහිකරන කාලකණ්ණි මූසල 13A නමැති ඉන්දියානු තාක්ෂණය විනාශ කර දමන තුරු.
Our buggers are busy heavily involved in reacting to Sex Technology of Pillay and Jayalalitha. This has become the main national problem now. It should not be.
We cannot sacrifice the whole country for 2-3 people, when 26600 people have given their lives to save the country.

SCRAP the damn 13 amendment. PCs will go. It will save BILLIONS of rupees.
Give these to drought affected people.
FOOLISH govt. is wasting money on VIGNESWARAN and MAJEED because of this cursed 13 amendment.

ADB does not have to tell us that our rice production is going down. We all know that. When the reservoirs cannot hold water due to siltation the downstream area gets flooded when the rains come destroying the crops. When the rains stop there is no water for the farmers. The money allocated for desilting has been gobbled up by a chief minister in the NCP. Who is to be blamed?. But the voters there keep on empowering them. It is a funny situation.
I have seen elsewhere that Hon. Patali is going after academics for bright ideas. What have they done to their universities?. The rating of SL’s universities keep going down. Even though the the Hon Minister supported the Moratuwa dons by giving them consulting assignments they seem to have let him down according to news reports. This shows that they cannot cope with actual work and of no use other than in the academic field.

I gave some work to one of the current “Moratuwa Dons” ( who is not teaching Civil /Struct at the moment) some 15 years ago and it was a disaster. I had to re do it. Looks like they have not improved.
But the reason is the inexperience , laziness and lack of application of available technology , not the knowledge it self.
Those who got out of Uni early and much better.

This is the ONLY WAY to handle CLIMATE CHANGE. STOP wasting time looking at saving everyone. NO NEED.
Climate change will affect everyone DIFFERENTLY. People in areas with PLENTY OF WATER will be less affected. People in areas with PLENTY OF WATER and LESS prone to adverse weather conditions (e.g. floods, drought, etc.) will be LESS affected.
So what should SL do to save the SL IDENTITY in the face of teh climate change challenge?
PRIORITIZE SAVING SINHALESE BUDDHISTS and next save other PATRIOTS ONLY.
Govt. has to manage this NOW. PATRIOTS must be settled in areas of SAFETY and to hell with Tamil moderates/terrorists and Jihadists.
Please think about it.

We are a small nation. Instead of reinventing the wheel or trying to do fundamental studies we must look at how countries like Korea, Thaiwan and even Singapore fast tracked their development. Singapore has become an operational base for the western companies. Recently I ordered an expensive book online hoping it will take couple of weeks for it to reach here by ship fro UK. It arrived in just two working days as the UK company had a distribution center there. If properly planned this is a situation we can benefit from. Of course we should try to develop technology that our existing industries can benefit from, the way Hon. Patali is planning.
GOSL should give specific tasks to the academics and get them to work on them and give promotions and incentives based on performances, not just to sit on the chairs do nothing. I know some of them in the engineering faculty got used to alcohol and died of sirosis. These guys come from villages do exceptionally well in the exams get high places and ultimately die without contributing anything to the country in return. Look at Bahu, look at Kumar David. Why did they not contribute something meaningful other than getting involved with communal politics. For every thing to happen correctly the rulers should have a correct vision. So far we had a crooked lawyer, a pavement type man, a daft school girl and currently we have a A grade politician. I have not given up hope of getting a visionary ruler.
