මාසයකට පමණ පෙර විස්සත් නැහැ විස්සාසභංගෙත් නැහැ යනුවෙන් ලිපියක් කාලය වෙබ් අඩවියේ පළ කෙළෙමි. අවාසනාවකට ඒ අනාවැකිය ඵලදරා ඇත. එ ජා පක්‍ෂයට මන්ත්‍රින් සිටියේ සුළුතරයක් වුව ද වැඩ කටයුතු තමන්ට අවශ්‍ය ආකාරයට කිරීමට රනිල් සමත් විය. මෛත්‍රිපාල ජනාධිපති බවට පත්කර ගත්තේ ම රනිල්ලාට අවශ්‍ය අන්දමට කටයුතු කිරීමට මිස චම්පකලාට ප්රාජිතලාට අවශ්‍ය පරිදි ක්‍රියා කිරීමට නො වේ.
විස්ස සම්මත කර නොගෙන පාර්ලිමේන්තුව විසුරුවා නොහරින බවට කටමැත දෙඩූ මෛත්‍රිපාල චම්පක රතන හිමි ආදීන්ට අද කට බිම අතුල්ලා ගැනීමට සිදු වී ඇත. විශ්වාසභංග යෝජනා ගෙන ආ මහින්ද පිළට මෛත්‍රිපාල පිළ අකුල් හෙලුවේ ය. මෛත්‍රිපාල සිරිසේන ජනාධිපති ධුරයේත් ශ්‍රී ල නි ප සභාපති ධුරයේත් බලතල යොදා ගනිමින් රනිල් හා ඇමතිවරුන් ආරක්‍ෂා කෙළේ ය. අවසානයේ දී තවදුරටත් කල්ගැනීමට නොහැකි වූ කල පාර්ලිමේන්තුව විසුරුවා හැර දූෂිත පික්පොකට් අගමැති හා ඇමතිවරුන් ගලවා ගත්තේ ය.
තමන්ගේ විස්ස ව්‍යාපෘතියවත් රැක ගැනීමට මෛත්‍රිපාලට නොහැකි විය. ඔහු දූෂිතයන් රැක ගැනීමට තම ව්‍යාපෘතිය පාවා දුන්නේ ය. එමගින් ජනාධිපතිකම ද තම දේශපාලන ජීවිතය ද පැවැත්ම ද රැක ගන්නට ඇත. පාර්ලිමේන්තුව විසුරුවා හැරීමට ඔහුට එ ජා පක්‍ෂයෙන් දැඩි බලපෑමක් එල්ල විය. ඒ හමුවේ ඔහු අවසානයේ දී අතපය හකුළා ගත්තේ ය. මෙය චම්පකගේ ද පරාජයකි. චම්පකගේ 2020 ජනාධිපති සිහිනය බිඳ වැටුනේ ය. එපමණක් නොව ප්රාජ්තගේ සැලසුම් ද පරාජයට පත්විය.
පාර්ලිමේන්තුව විසුරුවා නොහැර සිටීමට මෛත්‍රිපාල ප්රාජිත කණ්ඩායම මහින්ද පිළෙන් උපකාර බලාපොරොත්තු වූ බව පෙනෙන්නට ඇත. අද වන විට මහින්ද පිළ බලවත් ය. මහින්ද පිළෙන් විස්සට ආධාර ගෙන ඉන්පසු මහින්ද පිළ අනාථ කිරීමට මෛත්‍රිපාල උත්සාහ ගෙන ඇති බව පෙනෙයි. එහෙත් මහින්ද පිළ මෛත්‍රිපාල ප්රාජිත ගැටයට හසු වී නො මැත. ඇතැමුන් කියන්නේ අගෝස්තුවේ මැතිවරණය පවත්වා මහින්ද අගමැති වීමෙන් පසුව ජෙනීවා මානව හිමිකම් වාර්තාව සැප්තැම්බරයේ නිකුත් කර ලංකාවට සම්බාධක පමුණුවන බැවින් චම්පකලා මැතිවරණය කල් දැමීමට ගත් උත්සාහය නිවැරදි බව ය. එහෙත් චම්පක මැතිවරණය කල් දැමීමට උත්සාහ කෙළේ රටට හෝ මහින්දට ඇති කැමැත්තක් නිසා නොව ඔහුගේ 2020 සිහිනය සෑබෑ කර ගැනීමට ය. අනෙක් අතට කවදා මැතිවරණය පවත්වා මහින්ද ජයගත්තත් බටහිරයන් ආර්ථික සම්බාධක පමුණුවනු ඇත. සැප්ත්ම්බරයට පසුව ජෙනීවා හි මාර්තුවක් එන බව අප අමතක නො කළ යුතු ය.
පාර්ලිමේන්තුව විසුරුවා හැරීමෙන් අර්ජුන් මහේන්ද්‍රන් ද ගැලවුණේ ය. ඔහු පිළිබඳ අදාළ පරීක්‍ෂණයේ ප්‍රතිඵල රැගත් කෝප් වාර්තාව දැන් පාර්ලිමේන්තුවට ඉදිරිපත් කළ නෙ ා හැකි ය. එය ප්‍රමාද වූයේ ඇයි? ඩිව් ගුණසේකර එහි දී රනිල්ට ආධාර කෙළේ ද? එය ඉදිරිපත් කිරීම ජූලි 7 වැනි දා තරම් ඈත දිනයකට කල් දැමුණේ කෙසේ ද? මහේන්ද්‍රන් රැක ගැනීමට ඩිව් ගුණසේකර රනිල්ට ආධාර කර ඇති බව පෙනෙයි.
ඩිව් ගුණසේකර කලක සිට සංධාන විරෝධී දේශපාලනයක් අනුගමනය කෙළේ ය. ඔහුට එ ජා පක්‍ෂයට ආධාර කිරීම එතරම් ප්‍රශ්නයක් විය නො හැකි ය. කොමියුනිස්ට් පක්‍ෂය එ ජා පක්‍ෂයේ පූර්වගාමියා වූ කොංග්‍රසයටත් බිරිතානියටත් ඊනියා දෙවැනි ලෝක යුද්ධ සමයේ දී පක්‍ෂපාති විය. ශ්‍රී ලංකාවේ කොමියුනිස්ට් පක්‍ෂයේ අතීතය එබඳු ය.

COPE inquiry finds Mahendran had intervened in bond issue

A Special Parliamentary Investigation Committee that probed the alleged insider trading and favoritism in a recent mega treasury bond issue has established Central Bank Governor Arjuna Mahendran’s direct intervention on behalf of his son-in-law Arjun Aloysius owned Perpetual Treasuries, sources familiar with the COPE process said yesterday.
The 13-member Committee named by Speaker Chamal Rajapaksa has obtained direct, documentary as well as circumstantial evidence to prove Mahendran’s role in the flawed process. The entire investigation took place in the presence of the Auditor General to ensure legitimacy to the process at the highest level these sources said.
The Auditor General is expected to prepare his own report on the parliamentary investigation.
The subject of the probe was a 30-year bond auction for Rs.1 billion on February 27. The CB received 36 offers amounting to Rs. 20 billion, it has been found. This enabled the Central Bank Governor to accept Rs. 10 billion. Earlier CB officials had given an indicative rate that interest rates of 9.5 per cent would be taken into consideration with such pre-auction advice being the usual practice.
The committee questioned both Mahendran and Aloysius regarding the alleged scam, parliamentary sources told the Sunday Island, adding that the Bank of Ceylon facilitated the investigation by furnishing records of telephone conversations to the probe team. However, the Central Bank lacked a similar recording system, sources said, adding that immediate as well as tangible remedial action should be taken without further delay. The BoC recordings are now in the custody of parliament.
The committee went to the extent of playing the records on several occasions much to the embarrassment of some of those who appeared before the committee as well as some members of the committee itself.
The committee also received documentary evidence to establish that Mahendran, contrary to specific regulations, had entered the Public Debt Department during the auction. The senior official present at the Public Debt Department at the time of Mahendran’s intervention had confirmed this.
The committee received the expert advice of former Deputy Governor of the Central Bank W.A. Wijewardene, in addition to technical advise while veteran public administrator Lionel Fernando also assisted the group.
The committee comprised Chairman of the Committee on Public Enterprises (COPE) and General Secretary of the Communist Party, D. E.W. Gunasekera, UPFA MP Susil Premajayantha, Minister of Health and Indigenous Medicine Rajitha Senaratne, UPFA MP Lasantha Alagiyawanna, Democratic National Alliance MP Sunil Handunetti, Minister of Ports, Shipping and Aviation Arjuna Ranatunga, UPFA MP Hassan Ali, Deputy Minister of Highways and Investment Promotion Eran Wickramaratna, Prof. Rajiva Wijesinha, Deputy Minister of Justice Sujeewa Senasinghe, UPFA MP Weerakumara Dissanyake, Illankai Tamil Arasu Kadchi (ITAK) MP E. Saravanapavan and State Minister of Child Development Rosy Senanayake.
Sources said that the Parliament had never before appointed a special committee comprising members of COPE to investigate a specific allegation against a senior state official.
At the onset of the investigation, the members of the committee agreed that there should be no running commentary in the media on the proceedings as it would be inimical to the unprecedented assignment handed to them. The committee also decided against interpreting evidence or exploiting the situation to target any particular individual.
Contrary to speculation, committee sources emphasized that Premier Ranil Wickremesinghe hadn’t been mentioned in the report. Sources said that the committee felt no requirement to summon Prime Minister Ranil Wickremesinghe, who held the Policy Implementation and Economic Development portfolios, though Mahendran referred to the premier.
The committee asserted that whatever the advice or instructions received from the prime minister or any other authority, the CB Governor should be accountable for his actions.
The committee recorded the statements of over 40 persons, including BoC, CB, NSB officials as well as primary dealers.
Sunday Island learns that Premier Wickremesinghe had spoken to MP Gunasekera last week regarding the inquiry, but had not sought an opportunity to appear before the committee. There had been neither a verbal nor written request from the premier’s office for such an appearance, sources said, adding that the COPE wasn’t empowered to record statements from ministers regarding investigations.
In fact, the COPE refused to accept statements from the then Ministers Pavitra Wanniarachchi and Mervyn Silva on another matter on the basis ministers weren’t allowed to participate in the process.
The investigation also looked into the financial status of Perpetual Treasuries with the focus on the period after the last presidential election in January as well as the astonishing growth of this company.
The committee asserted that the Perpetual Treasuries had benefited by Mahendran’s relationship with Aloysius. During the investigation it also transpired that former Governor Ajith Nivard Cabraal’s sister had been a director of the same firm and the UNP at that time routinely accused clandestine relationship between the Central Bank and Perpetual Treasuries.
Perpetual Treasuries was the dealer behind an earlier crisis that rocked the market – during the tenure of former Governor Cabraal – when questions were raised on the Employees Provident Fund (EPF) and the Employers Trust Fund (ETF) investing in ‘dud’ share in the stock market.
For want of agreement on the report, the committee couldn’t table it in parliament during Friday’s sittings, sources said. They added that in spite of dissolution, the report would be handed over to President Maithripala Sirisena and General Secretaries of all political parties represented in Parliament.
Perhaps, it would be pertinent to make a copy available to Ven. Maduluwawe Sobitha thero, who had been campaigning tirelessly against waste, corruption and irregularities, sources said.
The committee has made a series of recommendations to the government to rectify the situation.
Previously a three-member committee appointed by the UNP-led government cleared Mahendran of any wrongdoing while recommending remedial measures to rectify shortcomings in other institutions involved in the process. However, the government had turned a blind eye even to those recommendations, sources said.
The Commission to Investigate Allegations of Bribery or Corruption (CIABOC), too, initiated an investigation though it was yet to make headway.

God will punish those who hide the truth. All these liars will be hospitalized soon for the grave crimes and lies they committed within a short period of time of their power. Though they dissolved the Parliament the people in this country should know every corrupt activity which occurred during this last five months after Jan 8th. This Jarapalanaya schemers and pretenders must be brought to justice some day because people should know about these traitors. They accused the innocents and gave them hard time by questioning and threatening by a special police division to show the public that all in the Opposition were thieves. People will judge who were the real thieves when the next election comes. Just look out you traitors. Don’t be so sure of your seat.
