ලංකා ආර්ථිකය අවිනිශ්චිත අඩවියේ : අන්තර්ජාතික මූල්‍ය අරමුදල (IMF)

ජ්‍යේෂ්ඨ කතිකාචාර්‍ය මහින්ද පතිරණ යුතුකම සංවාද කවය
මේ වසර මුල සිටම ආර්ථිකයේ නැගෙනමින් තිබෙන අසුබවාදී ස්වභාවය අපිදු මෙහි දී වරින් වර අවධාරණය කර සිටියෙමු. එහෙත්, රජය නිරන්තරයෙන් ම කියා සිටියේ ආර්ථිකයට අනතුරක් නොමැති බවත් ඇතැමුන් දේශපාලන හේතුමත එවැනි චිත්‍රයක් නිර්මාණය කෙරෙමින් පවතින බවත් ය. එහෙත් ඇත්ත ම තත්වය වූයේ වත්මන් රජය පත්වූ දින සිට ඔවුන් විසින් ආර්ථිකය මත තැබිය යුතු වූ නිරන්තර බර දේශපාලන වෛරය මත තබමින් රාජපක්‍ෂ පසුපස හඹා යන මාධ්‍ය සංදර්ශයක් බවට රට පත්කළ බව ය. මැතිවරණ සමයන්හි කොතරම් දේශපාලන අවලාද හුවමාරු වූව ද ඕනෑම රජයක් බලයට පත්වීමෙන් පසු ඒ සියල්ල අතහැර දමා කරනු ලබන්නේ නැවතුන තැනින් යළිත් රටකරවීම වහා පටන් ගැනීම ය. එහෙත් වත්මන් රජය දිගටම කටයුතු කළේ තමන් මැතිවරණ වේදිකාවක සිටින ලෙස ය. පුරවැසි බලය, සෝභිත හිමියන්ගේ සංවිධානය, ෆූටා වැනි සංවිධානවල දුෂ්ට අරමුණුවලට වත්මන් රජය අසුවුනාදොයි අපට සිතේ. පුද්ගලික ව සෝභිත හිමි පසෙක තැබූවිට, ඉහත සියළු සංවිධාන ක්‍රියා කළේ ශ්‍රී ලංකා රාජ්‍ය දුර්වල තැනකොට කොටුකොට එම සංවිධාන පිටුපස සිටින බෙදුම්වාදී සංවිධාවල අවශ්‍යතාවන් ඉටුකොට ගත හැකි ලංකාවක් නිර්මාණය කිරීම ය. දැන් නිමවෙමින් යන්නේ ඔවුන්ට අවශ්‍ය ඒ දුර්වල ලංකාව ය.
ගෝලීය හේතූන් මත බොර තෙල් මිළ අඩු නොවුනේ නම් අප ආර්ථිකය මේ වන විටත් කඩා වැටීමට ආසන්න මට්මක ය. බොරතෙල් අඩුවීම නිසා අපගේ ඩොලර් පිටර‍ට යෑම සෑහෙන දුරකින් අඩුවූවේ ය. එහෙත්, එසේ තිබිය දීත් මහබැංකුව සතු විදෙස් සංචිත ප්‍රමාණය ඩොලර් බිලියන දෙකකටත් වඩා වැඩි ප්‍රමාණයකින් පසුගිය වසර තුල අඩු වූවේ වත්මන් රජයේ කළමනාකරණ දුර්වලතා හා දේශපාලන හේතුමත අවධානය වෙනතක යොමුව තිබීම නිසා ය. වත්මනෙහි වන් දැඩි තරඟකාරී ගෝලීය පසුබිමක, ආර්ථිකයන් පවත්වාගෙන යාමට රනිල් වික්‍රමසිංහගේ හණමිටි ඇමරිකා ගැති ලිබරල් දැනුම අසමත් ය. මහින්ද විසින් ආර්ථිකය පවත්වාගෙන ආවේ ඔහුට ම ආවේනික රැඩිකල් මූලෝපක්‍රම මත මිස සාම්ප්‍රදායික ආර්ථික න්‍යාය මත නොවේ. මන්ද තත්වයන් වහා වෙනස්වලසුළු පරිසරයක න්‍යාය පොත් යනු හුදු කඩදාසි ගොඩක් පමණක් නිසා ය.
මේ සියල්ල කරන අතරතුර මහින්ද පිටුපසින් චීනය දැවැන්තයෙක් ලෙස නැගී සිටියේ ය. ලොව දෙවැනි විශාලතම ආර්ථිකය විසින් මෙරට මුදාහල මුදල් කන්දරාව රටේ සෑම අස්සක් මුල්ලක් නෑර ම ගලා යමින් අවපීඩන තත්වයක් ඇති නොවන පරිදි ආර්ථික නලයේ පීඩනය එකසේ පවත්වාගෙන යාමට සහාය විය. රටක් ස්ථාවර වනතුර ඕනෑම රටක් පිටුපසින් තල්ලු කරන එවැනි දැවැන්තයෙකු අත්‍යාවශ්‍ය වේ. එහෙත් වත්මන් රජය පැමිණි විගස කළේ, සියළු චීන ව්‍යාපෘථි නවතා දැමීම හෝ අධෛර්යමත් කිරීම පමණි. කෙසේ වෙතත් එම හිඩැස පිරවීමට යහපාලන රජය පිටුපස සිටින බටහිර රටවල් මැදිහත් වන බවක් ද දක්නට නොලැබුණි.
පොහොර සහනාධාරය කපා දැමීම, තේ කර්මන්තයේ වැටීම වැනි කාරණා මත එන වසරේ දෙස් හා විදෙස් ආදායම්වල අඩුවීමක් මිස වැඩීවීමක් අපේක්‍ෂා කළ නොහැකි ය. වත්මන් රජය පත් වූ පසු ඍජු විදෙස් ආයෝජකයින් රටහැර ගියා මිස එකෙකුදු රටට ආවේ නැත. ඒ අනුව, ඔවුන්ගෙන් ද අප ආර්ථිකයට ඩොලර් එක්වීම අපේක්‍ෂ කළ නොහැකි ය. 2016 අයවැය මගින් යෝජිත දැඩි බදුබර තුලින් ද අවසානයේ සිදුවනු පරිභෝජනය අඩු වී කර්මාන්ත හැකිලීම මිස පිබිදීම නම් නොවේ.ඒ හරහා ද ආර්ථිකය අවපීඩනය වීමට නියමිත ය. මේ සියල්ල තුළින් පැහැදිළි වන්නේ,අනූගණන්වලට ලංකාව ආපසු ගෙනයන එජාපයේ හණමිටි ආර්ථික න්‍යා එහෙම් පිටින්ම අසමත් බව ය.

ඔබතුමා කියන දේ හරියට හරි. කොහොම නමුත් මේ පාන්ඩුව තව අවුරුදු දෙකක් තිබුනොත් ලංකාව ඉවරෙට ඉවරයි ආර්ථිකමය වශයෙන්. කන්න හාල් ගෙන්නන්නවත් මුදල් නැති වෙනවා. ඒ මදිවට පිට රටවල තියනලාංකිකයන්ගේ සල්ලි ඉල්ලනවා රට දුවන්න. ඇයි මෙහෙම හිඟන පාන්ඩුවක් අපේ අය පත්කරගත්තේ. රට විනාසෙටම යනවා. රවිය නය ඉල්ලනව. මෙයාලගෙ ආර්ථික ඔස්තාර්ලා දන්නෙ සුද්දන්ගෙ අසාර්ථක ආර්ථික විද්‍යාව විතරයි. වෙන විකල්ප ගැන ලැටරල් තින්කිං කරන්න දන්නෙ නෑ.

There is no doubt that Sri Lankan economy is heading downwards. The biggest culprit for this negative growth is the failed and ignorant policies of the present regime.
In order to please their colonial masters (USA/India), they completely pissed China off by halting all the Chinese-funded mega projects which were urgently needed to develop the country and its economy. Without China’s financial help no developing country in the world is able to develop their countries. This is a fact today.
This is true for many countries in Asia and Africa. Even British PM David Cameron understands the importance of China to its own, and the world’s economy. And that’s why Britain gave red-carpet treatments to Chinese leaders recently. Briton knows very well that it no longer can depend on US, or Europe to develop its economy in the future.
Unfortunately, our idiots in the present regime don’t seem to understand the fact that world has changed, and the financial power has shifted to the East. The West is no longer able to command economic power and they are unable to support their own economies, let alone supporting the countries like Sri Lanka.
MR to his credit, got the Chinese to help the country to develop its industries, infrastructure, tourism, and many other sectors, which helped the country to become one of the fastest growing Asia.
Until the present idiots realise the global economic and geo-political reality, SL will continue to spiral downwards economically and socially.

A lot of people have forgotten the fact that China is also a developing country. They too depend on bilateral trade to progress.
Surely GDP can be increased by spending. But borrowing just for the sake of spending is a disaster. Compare the nature of different trades developing and developed nations rely on and one can see that Sri Lanka has not expanded to Mach+Elec sector at all. We still depend on clothing production mainly.
This is not sustainable. We rely on Middle East housemaid money.
Sri Lanka had 1.7% of its products in Mach+Elec sector and now it is still 3.5 %.
China, on the other hand had it’s share on Mach+Ele 13% of products in 1992 and in 2014 it is 41%.
Singapore 42%, Malaysia 38% are other examples. Unless you have a lot of resources like Australia to dig and sell, or lees oil and gas , you need to develop high tech industrial sector. You have spend on R&D, not ROADs alone.
You can check any country that is developing well and you will see this trend.
Depending on China loans for spending spree to increase GDP will end up us being a Chinese Colony or rather an Indian State because Indian influence increased so much with lousy lorry-busses, Bajjajs flooding our country , killing our people. USA is the biggest export partner form more than 20 years, 35% of our products went to USA in 1992 now it has dropped to 20%. China buys almost nothing from us.
