මෙහෙම ජනාධිපතිවරයෙක් ලෝකයේ වෙන කොහේවත් නැතැයි ජාතික නිදහස් පෙරමුණේ නායක පාර්ලිමේන්තු මන්ත‍්‍රී විමල් වීරවංශ මහතා පවසයි.
එම පක්‍ෂ මූලස්ථානයේ පැවති මාධ්‍ය හමුවකදී ඔහු මෙසේ අදහස් පල කලේය.
29 දා දහවල් ජනාධිපති මෛත්‍රීපාල සිරිසේන මහතා අපූරු ප්‍රකාශයක් කළා චෝදනාවලට ලක්ව සිටින මහ බැංකු අධිපතිවරයා වෙනුවට අලුත් මහ බැංකු අධිපතිවරයකු තව පැය කිහිපයක් ඇතුළත පත්කරනවා’ කියලා. ඒ කිව්වා වගේම ඊයේ පැය කිහපයක් ඇතුළත පොලොන්නරුවේ සිට කොළඹ මහ බැංකු පරිශ්‍රයටත් ජනාධිපතිවරයා පැමිණියා. එතුමා තනිවමයි මහ බැංකු පරිශ්‍රයට ඇතුළු වී තිබුණේ. ඊට පසුව ඒ බව දැන ගෙනද දන්නේ නැහැ, අගමැති රනිල් වික්‍රමසිංහ මහතා සහ මහ බැංකු අධිපති අර්ජුන් මහේන්ද්‍රන් ද මහ බැංකු පරිශ්‍රයට කඩිමුඩියේ පැමිණ තිබුණා. අන්තිමේදී ජනාධිපතිවරයා මහ බැංකුවේ නිලධාරීන් අමතලා කතාවක් කරලා, තේ එකකුත් බීලා ආපසු තමන්ගේ මන්දිරයට ඇවිත් තිබුණා. නමුත් පැය කිහිපයකින් වෙනවා කියපු දෙය නම් වුණේ නැහැ.
මොකද එහෙම වුණේ? අපට තිබෙන තොරතුරු අනුව ජනාධිපතිවරයා අලුත් මහ බැංකු අධිපතිවරයකු පත් කිරිමේ ලිපියක් අරගෙන තමයි මහ බැංකු පරිශ්‍රයට යන්නේ. නමුත් අගමැති රනිල් වික්‍රමසිංහගේ සහ අර්ජුන් මහේන්ද්‍රන්ගේ හදිසි කඩාපාත්වීමේ ප්‍රතිඵලයක් හැටියට ශ්‍රී ලංකාවේ 06 වැනි විධායක ජනාධිපතිවරයා තමන් සන්තකයේ තිබූ ඒ ලිපිය නැවත සාක්කුවේ දමාගෙන ආපහු තමන්ගේ මන්දිරයට පැමිණ තිබෙනවා. අගමැති ළඟින් හිටියොත් ඇති ගන්නා ක්‍රියාමාර්ග ආපස්සට ගන්න. මෙහෙම ජනාධිපති කෙනෙක් ‘ලොවෙත් නැහැ. ලොවි ගහෙත් නැහැ. මේ රට අද අරාජික සහ අස්ථාවර වෙලා තිබෙන්නේ මේ නිසයි. මහ බැංකු අධිපති අර්ජුන් මහේන්ද්‍රන් මේ රටට සිදුකළ වරදේ බරපතලකම ඊයේ විගණකාධිපතිතුමන් කෝප් කමිටුවට ලබාදුන් වාර්තාවෙන් සනාථ වෙලා තිබෙනවා. පොලිස් විමර්ශන කටයුත්තක් විගණකාධිපති දෙපාර්තමේන්තුවේ කරන්න බැහැ. නමුත් සංඛ්‍යාත්මකව සිදු වී ඇති පාඩුව පිළිබඳව සිය නිගමනය ඉතා පැහැදිලිව විගණකාධිපතිතුමන් තම වාර්තාවෙහි දක්වා තිබෙනවා. මහ බැංකු අධිපතිවරයා ඊට වගකිව යුතු බව එම වාර්තාවෙන් පැහැදිලි වෙනවා. එහෙම තිබියදී තමයි විධායක ජනාධිපතිවරයා මහ බැංකුව වටේ රවුමක් ගහලා ආපසු තම මන්දිරයට යන්නේ. මෙහෙම පාලනයක් ලෝකයේ වෙන කොහොවත් නැති බවයි මගේ අදහස”

Norway calls on Sri Lanka to include international jurists in judicial mechanism

June 30, Geneva: While acknowledging Sri Lanka’s progress that has taken place in implementing the resolution since its adoption in October last year, Norway called on the government of Sri Lanka to adhere to the resolution and include international judges and lawyers in the recommended judicial mechanism to investigate the allegations of war crimes.
“We acknowledge the progress that has taken place in implementing the resolution since its adoption in October last year,” Norway said in its statement to the 32nd session of the United Nations Human Right Council in Geneva on Wednesday.
Norway noted that since the adoption of the UNHRC resolution in October last year, the two countries have had “good and frank exchanges of views” on these issues on a number of occasions, including during visits by our Foreign Minister Brende to Sri Lanka and last week by Sri Lanka’s Foreign Minister Samaraweera to Norway.
Norway said its understanding is that progress is happening steadily, despite the fine political balance that needs to be kept in making these achievements. The latest concrete result being the cabinet’s approval of the Office of missing Persons.
“We are aware that there is political opposition to the government’s initiatives to implement the resolution and that concessions need to be made in order to achieve progress. Nevertheless, we see the need to keep the momentum from the government’s side.”
Norway expressed hope that the ongoing process on the new constitution will result in the crucial basis for a nation that acknowledges its ethnic and cultural diversity and for achieving reconciliation.
Norway also appreciated Foreign Affairs Minister Mangala Samaraweera’s announcement in Oslo during the World Congress on the Death Penalty last week to seriously consider abolishing the death penalty in the new constitution.
“We encourage Sri Lanka to work hard to keep the tight time schedule for the process on the new constitution,” it said.
“It is further our expectation that Sri Lanka adheres to OP 6 in the resolution, regarding the planned judicial mechanism to investigate allegations of violations and abuses of human rights and violations of international humanitarian law, and of the importance of participation in the judicial mechanism of Commonwealth and other foreign judges, defense lawyers and authorized prosecutors and investigators.”
All initiatives for reconciliation, accountability and human rights in Sri Lanka should continue to be based on inclusive consultations with victims, civil society and the general population, the statement said.
“Norway has been able to assist Sri Lanka recently in amongst others the return of internally displaced persons and reconstruction in the conflict affected areas of the Northern and Eastern provinces of Sri Lanka. We will continue to assist the Government of Sri Lanka in promoting a peaceful, inclusive and democratic nation.”

Constitution won’t permit foreign judges in war crimes court – Senior lawyer

Attorney-at-law Chrishmal Warnasuriya yesterday emphasized that foreign judges couldn’t be included in proposed war crimes court under any circumstances.
Warnasuriya said that UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein’s recent declaration that foreign judges were needed in the proposed hybrid court due to lack of credibility in the domestic justice system wasn’t acceptable.
The civil rights activist was addressing the media at the inauguration of the People’s Intellectual Assembly, at the Sri Lanka Foundation Institute
When The Island sought his opinion in respect of Tamil National Alliance (TNA) MP and attorney-at-law M.A. Sumanthiran’s recent claim before the recently concluded US Congressional Caucus for Ethnic and Religious Freedom in Sri Lanka that the Lankan Constitution was certainly not a bar for foreign judges, Warnasuriya reiterated that couldn’t be allowed.
Warnasuriya said that if foreign judges could be brought in for want of suitable judges to hear cases, then Sri Lanka could surely secure the services of a foreigner as the president on the same basis. A prime minister as well as cabinet ministers, too, could be brought from overseas, the attorney-at-law said.
Referring to a spate of brawls in parliament, Warnasuriya said the foreign members in local legislature could be justified.
MP Sumanthiran named the Government of Sri Lanka (GoSL), the US and the TNA as parties to a tripartite agreement meant to pave the way for foreign judges. They also agreed that the proposed arrangement was in line with the Constitution.
High Commissioner for Human Rights Hussein’s latest call for the participation of foreign judges and other experts in the proposed domestic inquiry was strongly countered by Warnasuriya.
The attorney-at-law insisted that Sri Lankans could be tried only by a local judicial mechanism manned by Sri Lankans. However, foreign observers as well as experts could be invited to facilitate the process, Warnasuriya said, adding that he hadn’t perused MP Sumanthiran’s full statement.

June 30, Colombo: Sri Lanka’s former Army Commander and leader of the Democratic Party Field Marshal Sarath Fonseka joined the ruling United National Party (UNP) on Thursday.
Field Marshal Sarath Fonseka obtained the party membership from UNP leader and Prime Minister Ranil Wickremesinghe at the UNP headquarters Sirikotha today.
“Although his party and our party traveled on separate paths, the two parties reached the same goal. Now it is time to walk together,” Prime Minister Wickremesinghe said in a post on his Facebook page.
“He joined with us today to move forward together with the people for a new country,” he said.
On February 9, 2016, the United National Party appointed Field Marshal Sarath Fonseka to parliament as a national list member for a seat vacated by the death of Land Minister M.K.A.D.S. Gunawardena.
