Wimal Weerawansa VERY CLEARLY EXPLAINS how the New Constituion may be passed and enacted using the 2/3 majority vote in Parliament WITHOUT a NATIONAL REFERENDUM.
He explains that it may be done by exploiting a DEFICIENCY in the existing Constitution created by Devanayagam long ago by removing the 4th Article, and empowering the Provinces to hold elections that give them the power to hold a REFERENDUM related to their own issues.
Wimal also says, that the Yamapalanaya presents non-threatening draft bills, but the Working Committee has the real dangerous proposals which will be INSERTED AT THE LAST MOMENT, just as they engineered the 4-page bill to create more slots for Women candidates to enter Parliament, into a FULL-BLOWN 38-page bill to completely REVISE the format of the Local Government Elections, and got it passed with their 2/3 majority.
Wimal FEARS that the SAME TRICKERY will be used to pass a FULL-BLOWN FEDERAL CONSTITUTION and North-East Merger in the near future, WITHOUT a FULL TIMELY DISCLOSURE or a FULL DEBATE to alert the public.
Wimal furthermore, explains that THREE criteria used by the UN to establish the validity of a uni-lateral declaration of independence by a breakaway province/entity:
1. Human rights/sanctity of life of residents of the entity have allegedly been violated
2. The entity has been self-governing for several years since the end of the war
3. The entity has the legal right to vote to hold local elections/referenda to determine their own future
can be exploited to separate from Sri Lanka and become independent country just as Catalonia in Spain, Timor in Indonesia, and Kosovo in former Yugoslavia did with UN/Western assistance.
He has VERY CLEARLY IDENTIFIED the dangers of allowing the EELAMISTS to get the New Constituition PASSED.
The NEW CONSTITUTION MUST, therefore, be DEFEATED in Parliament and PREVENTED from getting a 2/3 majority, because a National Referendum may NEVER BE HELD; only a REFERENDUM in the N&E may be held with DISASTROUS RESULTS!
