There should be more clarity in above ruling 

Muslims and burger ladies may not wate sarees?

Standards for the blouse whether sleeveless or sleeved , whether naval button can be seen or not , and obe’ Theeraya” measurement by specifying width , front of the blouse to cover chest area and the back , etc etc

Otherwise fashionable ladies may improvise saree to look more revealing and vulgar ?

    By the way Sinhalese women never wore Sarees before the large scale arrival of Indian Colonial Parasites.
