Influx of Sri Lankan Students to Finland. Where are the Nurses?

Over the recent months, many Sri Lanka students have arrived in Finland some with Full Scholarships.
Finland has a need for 20,000 Nurses with or without RNs, with a monthly salary starting at Euro 2000-;
Also, Care workers are needed.
Most of the Nurses arrive from India and the Philippines.
Ideal Age: Below 40 years with Good English!
Higher salaries are offered to IT personnel with expertise & experience.
