TANKS FARM - LEASE TEN TO INDIA! -Offer the rest by International Tender.

As expressed in my earlier article,
Ceylon Petroleum Corporation (CPC) should not try to be too clever but
LEASE TEN TANKS TO INDIA, and the Government of India should be responsible
for maintenance and security.
This is a good start.
This is the first line of defence without exercising any offensive tactics.
Purely a commercial move exercised by Sovereign right. Thereafter, CPC
should invite offers through tender to foreign governments, usage both
for commercial and military purpose.
Trincomalee should be
promoted as a FREE PORT and parts of the North East should be offered
on a ten (10) year lease to foreign governments as an investment zone.
In order to maintain the neutrality of Sri Lanka, a government should
establish an entity similar to that of Singapore Economic Development
Board (SEDB) or better still, invite the SEDB to run the operation as
