TREACHEROUS UNP BLAMES THE GOVERNMENT FOR RESORTING TO MILITARY ACTION.

A.A.M.NIZAM MATARA.

The treacherous UNP showing no sympathy to the innocent civilians of the Trincomalee District suffering under the atrocities of their tiger terrorist cousins naively blames the government for resorting to military actions and for abandoning what it calls “the coherent and self-contained peace process inherited from the previous Administration”. The shameless tongue twister G.L.Peiris, who unsuccessfully attempted to be a jumping jumbo, surfacing after being buried for some time in political wilderness as a discard consequent to UNP’s leadership struggle, has criticised the government for failing to explore a political solution within the framework of December 2002 Oslo communiqué, failing to allow Norway to function as facilitator, for diluting the role of the so-called Co-Chairs, and for abandoning the elements incorporated in the Tokyo Declaration of June 2003.

It is utterly hilarious that this imbecile political tyro who shamelessly conferred an unwarranted doctorate to piggish-faced Anton Balasngham, one of the most detested Sri Lankan terrorist at Thailand Sattahip talks, dwelling in a fantasy land in the belief that the so- called peace process of the previous government is coherent. Was he in a deep slumber or was he on state of sensuous paralysis when the Sri Lankan masses twice rejected all dealings connected with the so- called peace-process which was nothing other than a façade designed by Norway for sovereign Sri Lanka to bow down to the demands of a ruthless terrorist outfit.

As regards the so-called Oslo Communique of December 2002, it is in fact a bit strange to find Mr. Peiris, digressing from UNP’s earlier phraseology of “Oslo Agreement” rightly referring to it as “Oslo Communique”. Although UNP continuously kept referring to this “Communique” as an agreement they reached with the terrorist outfit to what they call “to solve Sri Lanka’s ethnic problem under a federal form of government” , and cited it as the basis even in their Presidential Election campaign, the terrorist outfit, including Balasingham himself, had rejected it umpteen times. Clarifying the status of this document, the 2nd Secrretary of the Norwegian Embassy Mr. Tom Knappskog had gone on record stating that “it was a statement issued by the Norwegian Government in their capacity as the facilitator to the peace process and the declaration does not explicitly state the LTTE would give up all claims to an independent state.”

Another absurd charge being levelled against the government is failure to adopt elements incorporated in the Tokyo Declaration of June 2003.
It is strange to note why the UNP leadership thinks that all Sri Lakans are stupid, although it may be the case with Ranil
Wickremasinghe and his cohorts. The terrorist LTTE withdrew from
negotiations with the Sri Lankan government in April 2003, almost 2 months before the Tokyo meeting of the so-called Co-Chairs, and despite frantic efforts made by Japan and some others, the terrorist LTTE refused and kept away from attending this meeting. They have publicly declared their non compliance with and unreserved rejection of what they call “the UNILATERAL DECLARATION” announced in Tokyo.
The terrorists remain firm that the Eelam they aspire to establish in the North and East of Sri Lanka will be a “single party administration opposed to multi-party form of government”, as outlined in the “pluralism, democracy, and the entrenchment of human rights of all communities” in the so-called Tokyo Declaration. Further, Balasingham had sealed the issue by declaring that “resolutions adopted at the Tokyo Donor Conference cannot bind LTTE to a particular framework of a final political settlement.”

Peiris emphasizes that it is important to have a concrete proposal for power sharing and blames the government for lacking such a proposal.
Referring to the history he points out that even in the presence of IPKF 13th Amendment was introduced thereby constitutionally empowering regional bodies and during the PA Government in which he was a Minister, side by side with sporadic military initiatives, there was an elaborate scheme for devolution of power which formed the centrepiece of the 2000 draft Constitution. He was referring to the abhorrent Union of Regions scheme co-authored by him with Neelan Thiruchelvam which was rejected by all patriotic forces in the country. Although he may have forgotten with his multi-million-rupee somersault to UNP, it is opportune to remind him that it was the then Minister of Fisheries Mr. Mahinda Rajapakse in the midst of strong popular opposition to this scheme, had a long meeting lasting for several hours with the former President Mrs. Chandrika Kumaratunga and forced her to abandon this scheme. Mr. Rajapakse dared to confront her at a time the other Ministers and the SLFP stalwarts had no guts to do so on this issue. This daring step taken by Mr. Rajapakse not only saved Sri Lanka’s sovereignty but also the SLFP as a political entity.

His next criticism has been tasked at the Advisory Committee appointed by the President in pursuance of the decision taken at the sixth All- Party Conference held on June 2. He says that “even though the officials appointed have undoubted competence and stature, they can be expected to address their daunting task successfully only if they are provided at least with guidelines indicative of the parameters within which devolution is acceptable to the Government as a matter of
policy.” Again even on this subject this tongue twister tries to
hide the facts and mislead the masses, unless he is suffering from some sort of acute amnesia. The President has taken these steps based on the proposals outlined in the Chapter relating to “An Undivided Country, A Natoinal Consensus, An Honourable Peace” in the “Mahinda Chintanaya” visionary document accepted and endorsed by the Sri Lankan electorate in the Presidential Election. Yet the doors are open for the UNP leadership, if they are genuinely representing the people of this country and not a power hungry horde, to present their suggestions and proposals to the All Party Conference in this
regard.

It would indeed be waste of time and space to comment on matters relating to the defunct CFA outlined in the statement issued by Mr.
Peiris on behalf of the UNP leadership. It was only the dreadful CFA that empowered the terrorist outfit to continue with its atrocities.
Treacherous Ranil/Peiris/Hakeem gang is solely responsible for the losses suffered by Sri Lanka as a result of this Norwegian authored despicable document.
