An Item Which needs Maximum Publicity Towards National Security

Insight By Sunil Kumara For LankaWeb
June 15th 2007

The following item needs to be given maximum publicity so that it sinks into the craniums of all those who protested the recent actions of the Government of Sri Lanka which very justifiably removed LTTE supportive covert operatives disguised as innocent civilians who had infiltrated Colombo where there was absolutely no need for any apology to the International Community and everyone else who recoiled at the Government's decision to what is definitively and beyond a doubt preventive action. This should also be a reprimand to the United National Party led by Sri Lanka's traitor No 1 Ranil Wickremasinghe, The JVP led by Somawansa Amerasinghe, the TNA and the rest of the hoi poloi sensationalists who sometimes gets overly conscientious and the rest of the opposition which screamed blue murder that this was unethical and hinted it was 'ethnic cleansing', shameful but the furthest from the truth.

This well documented defence news report portrays very clearly that the Government was indeed justified in taking these measures on the basis of" Better Safe Than Sorry!" regardless of sections of world opinion which seems so myopic relative to the implications of massive terror attacks in the capital Colombo where Sri Lanka can take no more chances or leave a single stone unturned for very obvious reasons!!

The opinions which led to the huge sympathy wave have very obviously been swayed by blatantly wrong, concocted and falsely orchestrated and misrepresented LTTE propaganda effected quite efficiently by all their worldwide supporters where the honest, hardworking, freedom loving LTTE hating Tamils have never had anything to fear in Colombo where it was a protective haven from the perils and sufferings inflicted on them by Velupillai Prabhakaran in the North and East of Sri Lanka and the objective of this insert is to promote the trashing of all the falsified reports worldwide which led to the Sri Lankan Government making a public apology which was totally out of order and unnecessary being a Sovereign Democracy albeit plagued by the scourge of LTTE terrorism!!

In fact on the basis of this item alone the Government of Sri lanka and the Armed Forces need to be compelled to push harder with every strength the Sri Lankan Armed Forces possess and all the fire power and intelligence they can muster together with the support of all the dedicated Nations and World Powers against World Terrorism to which the LTTE indisputably belong, in order to completely wipe them out!

Please read on! This is not fiction but a logistically compiled intelligence report based on hard evidence!

DESTRUCTIVE DESIGNS: The LTTE has not given up its campaign of terror despite the setbacks they are facing in the North - East. Their desire to create a bloodbath in the South has not been excluded from their agenda.

Front view of the lorry

Their determination to create mayhem in Colombo is still in their agenda without any change. Though they have not become innovative in their efforts to trod on the path of democracy they have become more innovative in their terror operations.

The Tiger outfit is making all desperate attempts to infiltrate Colombo to achieve their target. The increased vigilance of the Security Forces, in the aftermath of the two claymore mine explosions in Ratmalana and Colombo has brought positive results.

The detention of the explosive laden lorry 41-3589 at the Vehicle Checkpoint at Palugas Handiya, Kotawehera Police Division on June 1, rang alarm bells among the Security Forces on the intention of the Tiger outfit to create mayhem in Colombo.

If not for the vigilance of the Police Officer who intensely searched the vehicles at the checkpoint, by this time the country would have experienced its worst terror attack in the three decade long conflict in the country.

After the careful examination of the vehicle by the Bomb Disposal Experts from the Army and the Police, 46 explosive charges packed in boxes carefully fitted to the frames of the panels of the two sides of the lorry were detected, containing a total of 1025 Kg of explosives.

All the charges were interconnected through detonating codes and 37 charges contained a layer of ball bearing with the intention of making a heavy impact on civilians in the targeted area.

The STF bomb disposal experts found that the charges contained C4 explosives, commonly used by the LTTE in all recent operations in the South.

Each charge contained between 9 Kg to 10 Kg high explosives and the inclusion of ball bearings indicated that the LTTE was looking for an ‘Open space collateral damage’ as explained by the explosive experts, to

inflict greater physical and human carnage in a densely populated area.

STF and Army bomb disposal experts and Govt. Analyst Officers jointly reconstructed the charges in the inner compartment of the lorry to ascertain the greater picture that would have been caused if they went ahead with their plan.

The findings of the Bomb Disposal experts painted a clear picture of the consequences of an explosion using a quantity of around 1,000 Kg in an explosive-laden lorry. They estimated that the area of destruction would have been vast - a minimum 500 metre radius.

The use of vehicle bombs to attack densely populated city centres has been a feature of terrorists throughout the globe and the LTTE is no exception.

In this instance, according to the explosive experts, the LTTE was looking to create catastrophic damage to the targeted area. The outcome of the explosion would result in direct blast effect, structural collapses, debris impact, fire and smoke and other indirect effects preventing timely evacuation.

An explosion of this magnitude will also cause the complete shutdown of life saving systems, major damage from Gas/ Chemical explosions, widespread damage to the surroundings, air and liquid hazards, post blast traumatic conditions and loss of life to a great extent.

A clear picture of the magnitude of destruction that can be caused using 1,000 kg of C4 explosives can be perceived when one considers the quantity of explosives used by the LTTE for bomb explosions in Colombo and suburbs.

Even in the Central Bank explosion the LTTE used only 250 Kg of explosives.

Therefore, any person can imagine the magnitude of the explosion if the explosive laden vehicle infiltrated Colombo.

With the detention of the 1025 Kg explosive laden vehicle and the explosion of two claymore mines in Ratmalana and Colombo, the Security Forces got confirmation that the intelligence report they received a few months back was now being unfolded in Colombo.

Police investigations also revealed that the driver and cleaner of the lorry detected at Kotawehera had been living in a lodge in Colombo for more than two months.

The detection of the explosive laden vehicle fully tallied with the intelligence reports received by the Security Forces about a guerilla type raid targeting an economic nerve centre in Colombo or a VVIP.

According to intelligence reports the Tiger outfit was awaiting a huge explosion using nearly 1000 Kg explosives to fully accomplish their target to send in Tiger cadres to fully de-stabilise the security in Colombo.

According to the plan the Tiger cadres infiltrating Colombo were remaining in lodges and various other places in Colombo suburbs until they get the nod from the Tiger leader to accomplish their pre-planned guerilla type raid.

With the receipt of confirmed reports about the Tiger infiltration in Colombo, the defence authorities, alarmed by this situation gave instructions to intensify security in Colombo.

The measures taken by the Security Forces and the Police however, triggered controversy among politicians

and also among the international community.

The search operations carried out by the Police in Colombo ended up in sending hundreds of Tamils living in Colombo lodges to Vavuniya after loading them in CTB buses. However, the intention of the Defence authorities was to detain only the suspicious people living in lodges and many people were sent to Vavuniya without questioning.

The clear objective of the operation was to send the suspected people living in lodges to their villages giving them the option either to go back to their village or be served with detention orders. The main objective was to reduce the number of suspected people under Police custody to reduce the burden on the Government and to minimise the inconvenience to Tamil civilians.

However, the Government admitted there had been lapses on the part of the Security Forces and Police in the process of sending the Tamil people living in lodges.

The Tiger outfit took full advantage of the event and raised concerns among the international community explaining the situation as an attempt to evict the Tamil community from Colombo.

The southern polity too took advantage of this situation and made it the main theme of their political agenda to discredit the Government without any concern for the security situation in Colombo.

Dismantled chargers

It was natural that Tamil civilians living in Colombo lodges were subjected to this type of search operations as the LTTE outfit is making use of these civilians to accomplish their missions in Colombo.

However, this type of High Risk Community Surveillance is common in countries like the UK in their search for al-queda suspects and Muslims are frequently monitored by them.

The raid of lodges has to be a part of the Security Operations in Colombo, as the suicide bombers involved in the Gamini Dissanayake assassination and the attempted suicide mission to take the life of former President Chandrika Bandaranaike Kumaratunga had lived in Colombo lodges.

Apart from this the Government will also be able to crackdown on abductions and ransom cases if they monitor the movements of suspicious people in these lodges.

Therefore, the Security Forces will have to be more alert on suspicious people living in Colombo considering the high-risk security situation in Colombo specially in the face of setbacks the Tigers are now facing in the North-East battle fronts.

The Tiger outfit is now facing their final battle in Thoppigala in face of the advancing troops towards their heavily fortified bases, with more Tiger cadres surrendering and many cadres committing suicide. The Security Forces have cleared nearly 70 per cent of the Thoppigala jungles taking many of the satellite bases under Security Forces control.

So far the Security Forces have killed more than 300 Tiger cadres in the battles in the West and South of Batticaloa including during the Thoppigala battle.

According to sources the Tiger outfit is undergoing a severe food shortage within the Thoppigala jungles

though they have received more ammunition through sea routes to increase their firepower.

But the circumstances faced by the Tiger outfit in the Thoppigala jungles will definitely be exposed within the next few days with the fall of their bastions in Thoppigala jungles.

Prabhakaran will also face many blows with all their attempts to create mayhem in Colombo exposed at the hand of vigilant Security Forces and Police and due to increased security measures taken by Defence authorities to thwart their diabolical attempts.
