TERRORIST CALL FOR CONTINUATION OF CFA AFFIRMS THE BENEFITS IT GAINED AND THE DEFEATS BEING ENCOUNTERED.A.A.M.NIZAM MATARAFollowing the long awaited Government announcement on the abrogation of the much flawed, hastily concluded, Balasingham-Solheim tailored, non-operational and impishly violated Ceasefire Agreement, widely referred to as Ranil-Prabhakaran MOU or CFA, the reprehensible unpatriotic dollar vultures who thrived on this document, perfidious reactionary media dogs, NGO bandits, neo-colonialist Embassy bullies, misguided western nations, terrorist proxies and Human Right charlatans have flocked together to accuse the government and foretell doomsday prophecies on the possibility of an escalated war. Shamelessly Ranils UNP (also known as the Norwegian Wing), suffering from chronic historical amnesia has also joined the foray, despite the abrogation has been welcomed by all democratic groups and Tamil political parties in Sri Lanka. The LTTEs expression of eagerness to continue with the so-called CFA and Norwegian facilitation speaks volumes on who benefited by the CFA and justifies the governments prudent action and the wisdom of mandate given by the people in the 2005 Presidential Election to eradicate terrorism. The so-called CFA gave birth to in the aftermath of the 9/11 aircraft bombing. If there was no 9/11 incident there would have been no CFA even if Mr. Ranil Wickremasinghe and his coterie wanted such a thing. World anger against terrorists and terrorist organization heightened after the 9/11 incident. The LTTE in order to save itself from this fury declared a self imposed ceasefire in the month of December 2001. The Ranil Wickremasinghe government which came to power in December 2001 could have taken advantage of the global anti-terrorist situation to garner international support to put a permanent end to the terrorist menace in Sri Lanka. Instead it took an opposite direction to sign the highly flawed agreement and thus save the terrorist outfit, reportedly in gratification for helping it to gain power. Rupavahini viewers may recollect that Mr. Ranil Wickremasinghes newfound ally Mr. Mangala Samaraweera in the run-up to the 2001 Decembeer General Elections, participating in a Rupavahini interview alleged that that the terrorist outfit financed the fall of the PA Government and they were financing the UNP election campaign. He claimed that he hass reliable information that a large suitcase full of currency notes has been delivered by the terrorists to a UNP stalwarts residence in Colombo 7 for use as election expenses. The agreement blindly signed by Mr. Ranil Wickremasinghe after it was signed by the terrorist leader on the previous day had many clauses adverse to Sri Lankas sovereignty and territorial integrity. The agreement among other things, conceded a vast extent of Sri Lankan territory including the totality of Kilinochchi and Mullaitivu districts, paved the way for the terrorists to gain international recognition, smuggle over 15 arms shipments, airfreight 12 container loads of unchecked cargo, allowed unrestricted travel throughout Sri Lanka, ruthlessly murder members of the Deep Penetration Unit of the Army, and facilitated the terrorist hierarchy to visit western countries, and meet the diaspora and organize fund raising clandestine units. The slain Foreign Minister Mr. Lakshman Kadiragamar, the prime victim of this horrendous agreement, addressing Parliameent in May 2003, pointed out the setbacks suffered by Sri Lanka and the gains made by the terrorists outfit in the 15 months of CFAs existence and pleaded the UNP government to abrogate the agreement without causing further damage to Sri Lanka. He was ridiculed for making this speech and even branded as a traitor. It is pertinent to point out some of the revelations made by this great personality: <!--[if !supportLists]-->- <!--[endif]-->The Ceasefire Agreement has placed Sri Lanka in danger of being reduced to a nominal sovereign State. Its capacity to protect its citizens throughout the entirety of its territory are being drained away by stealth. <!--[if !supportLists]-->- <!--[endif]-->The Prime Minister himself has said that the CFA is not a perfect document and that if he had striven for perfection there might have been no Ceasefire at all. <!--[if !supportLists]-->- <!--[endif]-->Military operations by the Government, including offensive naval operations prohibited. <!--[if !supportLists]-->- <!--[endif]-->The Head of the Monitoring Mission, a foreign national, will be "the final authority regarding interpretation of the Agreement". Thus, the jurisdiction of the Courts of Sri Lanka has been nullified. <!--[if !supportLists]-->- <!--[endif]-->For the first time in the history of post independence Sri Lanka that a foreign government has been authorized to draw demarcation lines on the soil of Sri Lanka. <!--[if !supportLists]-->- <!--[endif]-->The powers vested in the Norwegian Government are far beyond the role of a facilitator, and incompatible with the sovereign status of Sri Lanka. <!--[if !supportLists]-->- <!--[endif]-->In the Districts of Kilinochci and Mulaithivu, totally under the control of LTTE, the Monitoring Mission or local committees cannot intervene to resolve any dispute. on of children. <!--[if !supportLists]-->- <!--[endif]-->Only LTTE members permitted to do political work in the occupied North and East areas. provided for commencement and conclusion of negotiations. <!--[if !supportLists]-->- <!--[endif]-->No provision to disarm or restrict acquisition of arms. <!--[if !supportLists]-->- <!--[endif]-->Within the 15 months, the number of Army Camps in the Jaffna peninsula has been reduced from 152 to 88. Mr. Kadiragamar also criticised the proposals made by Head of the Nordic Monitoring Mission that Sri Lanka should recognise the LTTE Sea Tigers as a de facto naval unit, the LTTE should be excluded from the law concerning limitations on the horse power of outboard motors, and the Sri Lanka Navy and the LTTE Sea Tigers should have specific marked exercise and training areas at sea, designed for navigation training and for live firing exercises as well. He also pointed out that similar to the strong opposition made by the Navy Commander that prevented these proposals gaining acceptance, the Northern Security Forces Commander Major General Fonseka supported by the Army Commander strongly stood against High Security Zones becoming vulnerable insisting that security in these zones can be relaxed only upon disarming of LTTE cadres and decommissioning of LTTE long range weapons. The government rebuffed the factual details given by Mr. Kadiragamar on the establishment of new bases in Sampur and adjoining areas in a move to entangle ship movements in the Trincomalee Harbour and the Naval Base. The claim of the UNP that abrogation of the CFA has weakened Sri Lanka both internationally and domestically and describing the move as "benefiting only the LTTEs aspirations for a separate state" is totally absurd and ridiculous. The terrorist LTTE, which was elevated to the status of the worlds ruthless terrorist organisation from a raw guerrilla outfit due to UNPs immense overt and covert patronage, and as a result of the 1983 progrom, has itself requested the world community to help it continue with the CFA and the Norwegian felicitation. If the abrogation benefits only the LTTE and its aspirations for a separate State, as claimed by the UNP why the LTTE should call for non-abrogation of the CFA. The LTTE call also is an indication of its current militarily weak position and the urge it needs to restrict the military operations of our gallant security forces. UNP should resist from thinking that the people are stupid and without attempting to gain undue political advantage by misinterpreting security issues, must extend their fullest and unreserved cooperation to the Security Forces to accomplish their goal of eradicating terrorism from the Sri Lankan soil.
