Presidential Stand In The Development Lottery Board Within The Constitution!The reciprocality in protocols involving the peaceful co-existence between the President and the Prime Minister appears to have reached an impasse where UNF arrogance appears to have prevailed despite the soft stance of the President who as always prefers to be conciliatory towards Uncle Ranil whose responses which have not been the case in reverse and has chosen to be defiant in the matter concerning the disruption of the Government Press which was in the process of publishing a Gazette under Presidential orders! It has to be remembered that when the Prime Minister circumvented the President in order to sign the Memorandm of Understanding with the LTTE with no consultations with her, despite the powers vested in her she was complacent and calm in her response although she could have ursurped it very easily and at a time when she had the majority backing of the Sinhala Nation together with most of the High Buddhist Clergy. In the recent incident involving the taking over of the Development Lottery Board which was more that an assertion of her Constitutional Right there has however been a commotion of gigantic proportions by the Prime Minister and his supportives who have virtually indulged in sabotage of a key Government Organisation in order to circumvent and oppose a Presidential decree which does not appear to say too much in favour of the Prime Ministers credibilties as being a high administrator and shows him off as irresponsible, egoistic and self centered in the high handed manner in which UNF thugs led by Minister John Ameratunga under the Prime Ministers directive have commited a great attrocity which will show unfavourably in his track record as well as that of his caucases. The LTTE being the opportunists they are have already begun their finger pointing at what they see as infighting between the Sinhala Chauvinists as an impediment to the Peace Process. The disruption it has caused also appears to have agitated many within the Nation who view the UNF response as high handed and an affront to the Constitution where the President as Chief Executive Officer was merely implementing a Constitutional Accord which the puerile mentality of the Prime Minister was totally opposed to on a very insecure basis which he probably cannot justify and is furthermore rather futile as the Gazzette can be published on Presidential written authorization at any approved printing facility. The President appears well within her right to stand her ground on her decision to take over the Lottery Board Constitutionally (as outlined in - Section 44 - 1) of the new Constitution and the eventuality which will resolve the disagreements between the Prime Minister and the President can only come from the Prime Minister who despite a loss of face may have to return to the greater priority of cohabitation with the President rather than have his idealogues and sages bellow Impeachment and Retaliatory Action! as the hollow echoes are beginning to ensue in Parliament and already are beginning to take on an air of derision and frustration by a few opportunists who would love to incarcerate the President but are absolutely in no position to do so with nothing to substantiate it! The Presidential Gazette Notification must be and will be published within the Constitutionallized democracy of Sri Lanka and needs a Presidential Seal to attest to it rather than and Attorney Generals writ to oppose it.
