Ranil's Ambition
Before the 2001 General Elections, Ranil Wickremasinghe swore that he would not lift the ban on the LTTE. Ranil Wickremasinghe won the 2001 General Elections, became Prime Minister, lifted the LTTE ban and handed over the North and East to the LTTE. So, For Ranil Wickremsinghe the road to Presidency lies through the jungles of Wanni.The only way Mr. Wickremesinghe can be sure of victory at the next Presidential election is if he can obtain the entirety of the TNA vote – not just in the North but also in the East. If he loses either a segment of the Northern vote or of the Eastern vote that again is likely to prevent his victory on the 17th. Therefore it was in Mr. Wickremesinghe’s fundamental objective interests to make sure that the Tigers do become the sole representative of the Tamil people - so that there are no alternate Tamil leaders (from Douglas Devananda to Karuna Amman) who can take any of the vitally important Tamil vote away from him in 2005. Ranil Wickremasinghe thus
betrayed the democratic Tamils who were then slaughtered by the LTTE.

Wickremesinghe was opposing theGOSL’s plan on three grounds: 1) Wickremesinghe feels that it is very difficult to reach a consensus on the issue in parliament because politicians from the Sinhala-dominated South Sri Lanka will pull in different directions. In fact, the ruling United Peoples’ Freedom Alliance (UPFA) is itself badly divided on the issue. 2) He fears that the LTTE will harden its position if the government insists on a southern consensus at every step. The LTTE is of the view that any move for a settlement will be upset if it is dependent on an elusive southern consensus. 3)Wickremesinghe told his partymen that he knew that a southern consensus was necessary to implement any settlement that may be arrived at the peace talks with the LTTE. But he would like to circumvent the politicians and the political parties, and go directly to the people through a referendum, for which there was a provision in the constitution. He said that he could use the popular sanction to get the required two thirds majority in parliament. 4) He suspects that the proposal to find a consensus among political parties in parliament is a ploy to delay matters and postpone or stall talks with the LTTE.
